The report highlights areas that can be improved to help re-engage young offenders that have become detached from education. It includes recommendations to improve the training of staff to deal with their challenging and identify learning difficulties as well as mental health issues. It identifies the importance of ensuring full assessment of the young person while detained to develop Education Health Care Plans to passed to the next educational establishment.
